SRINAGAR: On his first visit to Jammu and Kashmir, Union Home Secretary Govind Mohan emphasized the need for a people-centric approach and a comprehensive strategy to eradicate terrorism.

Chairing a high-level security review at Sher-e-Kashmir International Convention Centre (SKICC), he directed officials to intensify both tactical operations and non-combat initiatives to ensure lasting peace.

Arriving at Srinagar International Airport, Mohan was welcomed by senior officials and later presided over a three-hour meeting. Key focus areas included countering infiltration, dismantling terror networks, and addressing local grievances to build trust with the community.

“Winning public trust is crucial. Strengthen outreach programs to combat misinformation and address alienation exploited by terror groups,” he said, stressing the importance of holistic engagement.

He called for enhanced area surveillance, additional checkpoints, and regular patrols to dominate sensitive zones. Special attention was given to securing the Line of Control (LoC) and International Border (IB) amid heightened cross-border activity. Officials were also tasked with deploying advanced technology to counter infiltration and emerging threats like drone smuggling, cyberterrorism, and youth radicalization through social media.

Acknowledging the progress in counter-terrorism, Mohan highlighted the need for intelligence-sharing and improved coordination between central agencies and the J&K Police. He also urged security forces to implement a “zero-terror plan” and “area domination strategy” in mission mode.

The Home Secretary appreciated security forces for their coordinated efforts, which have significantly reduced terror incidents, infiltration attempts, and recruitment. He reiterated the government’s zero-tolerance policy towards terrorism, emphasizing sustained action against its financing and support systems.

The meeting also reviewed preparations for Republic Day, ensuring tight security measures, and discussed the post-snowfall scenario in Kashmir. Officials assured the Home Secretary of proactive steps to minimize public inconvenience.

Attendees included top officers from the Army, paramilitary forces, J&K Police, and civil administration, who presented updates on counter-infiltration measures and infrastructure projects. The progress of central schemes aimed at boosting employment and infrastructure in J&K was also assessed.

Earlier this month, Union Home Minister Amit Shah chaired a similar high-level meeting in New Delhi, reaffirming the government’s commitment to eliminating terrorism under Prime Minister Narendra Modi’s zero-tolerance policy. With coordinated efforts, the ecosystem of terror in J&K is nearing collapse, Shah had asserted.

Mohan is set to return to New Delhi tomorrow after further reviewing central flagship programs.
