New Delhi: As toxic smog engulfs northern India once again, a new report titled Jugaad Innovation: India’s Grassroots Fight Against Air Pollution highlights how citizen-led creativity is emerging as a powerful weapon against one of the country’s deadliest crises.
India records more than 1.6 million premature deaths annually due to polluted air, with PM2.5 levels exceeding WHO limits in almost every region.
Despite five years of the National Clean Air Programme (NCAP), progress remains slow: only 105 of 240 cities met PM2.5 norms earlier this year, and compliance weakened further by October.
Delhi’s situation reflects the severity. On 14 November 2025, the capital recorded an AQI of 375 (‘Hazardous’), with PM2.5 touching 262.5 µg/m³—about 50 times the WHO guideline.
Outdoor workers such as vendors, delivery riders and construction labourers remain most exposed, while hospitals report annual winter spikes in respiratory cases.
Economically, polluted air drains nearly 2% of India’s GDP through lost productivity and health-related costs.
Amid faltering official efforts, the report documents how India’s culture of jugaad—simple, frugal, inventive problem-solving—is driving hyperlocal change. Low-cost air-quality sensors priced at ₹3,000–₹5,000 are helping residents in Indore and Surat monitor neighbourhood pollution and push authorities into action.
Gurugram has reduced dust using inexpensive jute barricades, while Indore’s decentralised composting model curbs open waste burning. Delhi’s fleet of over 1,000 electric buses now prevents an estimated 60,000 tonnes of CO₂ emissions annually.
Cities are also embracing technology-driven enforcement. Bengaluru uses AI-enabled imaging to detect industrial violations in real time, while Hyderabad’s Clean-Air Tech Challenge supports startups developing community-level filtration and alert systems.
At the same time, nature-based solutions such as Miyawaki micro-forests in Delhi, Pune and Bengaluru are restoring green cover and helping trap pollutants.
The report calls for a unified Air Mission Cell bringing together CPCB, CAQM and state agencies, alongside incentives for cleaner crop-residue management and expanded green infrastructure. It concludes that India’s clean-air future depends not just on policy but on cooperation, imagination and the scaling of grassroots innovation—a model that may become a blueprint for the entire Global South.
