NEW DELHI: Hockey India has proudly welcomed the historic passage of the National Sports Governance Bill in Parliament, calling it a “watershed moment” for Indian sports. The legislation is being hailed as the country’s first unified and comprehensive legal framework for sports governance, bringing decades of calls for reform to reality.

A Decade-Long Effort Finally Realised

 

Efforts to introduce such a robust law have been ongoing since 2011, but despite multiple attempts and draft versions, no legislation of this vision and scale had ever reached Parliament — let alone received approval — until now.

 

Hockey India credited the visionary leadership of Prime Minister Narendra Modi and the determined efforts of Union Sports Minister Mansukh Mandaviya for ensuring that this vital reform finally became a reality. The organisation said the Bill represents the most significant overhaul of sports governance in India’s history.

Raising the Bar for Sports Governance

 

The National Sports Governance Bill sets clear expectations for National Sports Federations and the Indian Olympic Association, introducing:

 

  • Fair Elections with transparent and democratic processes.
  • Mandatory Financial Openness to ensure accountability in operations.
  • Inclusive Representation across all decision-making bodies.
  • Athlete Commissions to give players a strong and formal voice in governance.
  • Minimum 30% Women’s Representation to promote gender equality in sports administration.
  • Comprehensive Athlete Welfare Safeguards, particularly for women and minors.
  • Strict Anti-Doping and Safe Sport Regulations in line with global standards.
  • Alignment with Olympic and Paralympic Charters, signalling India’s readiness to take on leadership roles internationally.

Global Ambitions and National Vision

 

The Bill’s alignment with international charters reflects India’s determination to not only compete but also lead on the world stage. The government has linked these governance reforms to broader national goals, including hosting the 2036 Olympic Games and achieving developed-nation status by 2047.

By enshrining best practices into law, the legislation removes ambiguity, ensures uniform administration, and sets transparent, equitable governance as the norm rather than the exception.

Hockey India President Dr. Dilip Tirkey described the Bill’s passage as a landmark moment:

Hockey India Secretary General Bhola Nath Singh called the Bill “nothing short of transformational”:

 

“It guarantees that all sports entities function with integrity, clarity, and fairness, and that athletes finally have formal representation and real protection. Bringing all sports organisations under the Right to Information Act and ensuring compliance with international anti-doping and ethical standards will secure Indian sport’s reputation on the world stage.”
