NEW DELHI: A recent Right to Information (RTI) response has uncovered a stark contrast in the financial allocations for maintaining Aurangzeb’s Tomb, situated in Khuldabad, Maharashtra. The data, covering FY 2004–05 to 2024–25, highlights a significant shift in funding between the UPA government before 2014 and the BJP government post-2024. The analysis reveals that the budget for preserving the monument has surged dramatically in recent years, reflecting the BJP’s greater emphasis on heritage conservation.
Expenditure Analysis: UPA Era vs. Post-2024 BJP Governance
The RTI reply, which includes Annexure-I, offers a year-wise breakdown of the financial expenditures made on the tomb’s upkeep. The figures reveal a substantial rise in the allocated budget for its maintenance, especially after 2024, signaling a marked difference in approach between the UPA and BJP administrations.
“This monument is not a ticketed site, so no visitor data is maintained,” the ASI clarified in its response.

Expenditure Breakdown: UPA Era vs. Post-2024 BJP Focus
- UPA Government (Before 2014):
- 2004–05: ₹5,868
- 2012–13: ₹80,018
- BJP Government (Post-2024):
- 2020–21: ₹2,55,050
- 2024–25: ₹5,36,968 (proposed)
During the UPA government, the expenditure on Aurangzeb’s Tomb maintenance remained relatively low, with only gradual increases over the years. The funds allocated for its preservation in the early 2000s were minimal, amounting to ₹5,868 in 2004–05. Even by 2012–13, the expenditure had only risen to ₹80,018, suggesting a cautious and measured approach to cultural preservation at the time.
However, under the BJP government, particularly after 2024, the expenditure has skyrocketed. In 2020–21, the allocated amount surged to ₹2,55,050, and in 2024–25, the proposed budget stands at ₹5,36,968, marking a significant increase. This surge in funding signals the BJP’s more focused and robust approach toward conserving India’s historical monuments, especially those of cultural and national significance.
BJP’s Stronger Focus on Cultural Preservation
The noticeable uptick in expenditure can be attributed to the BJP’s stronger focus on preserving India’s rich cultural heritage. Over the last few years, the BJP government has emphasized the importance of maintaining and showcasing historical landmarks as part of its broader vision for the country’s heritage. These allocations highlight the government’s commitment to heritage conservation, infrastructure development, and promoting tourism at historical sites across India.
The financial support for Aurangzeb’s Tomb is part of a larger trend in which the BJP government has ramped up funding for heritage sites and tourism-related infrastructure. By investing more in the preservation of monuments like Aurangzeb’s Tomb, the government is signaling its intent to preserve not only India’s rich history but also boost cultural tourism, thereby contributing to the economy.
Public Access & Appeal Process
Despite the rise in funding for the monument’s maintenance, the Aurangzeb Tomb remains a non-ticketed site, which means there are no official visitor data records maintained by the ASI. The tomb, an important cultural landmark, is accessible to the public free of charge, underscoring its national significance and the government’s commitment to making it available for educational and historical purposes.
In addition to the financial details, the RTI response outlines the appeal process for those seeking further information. Should any applicant wish to challenge the information provided, they can escalate the matter to the Appellate Authority, Dr. Shiv Kumar Bhagat, within 30 days of receiving the response.
A Shift in Heritage Conservation Approach
The detailed financial records and the stark contrast between the UPA and BJP eras show a clear shift in the government’s approach toward heritage conservation. The rise in expenditure after 2024 reflects the BJP’s enhanced commitment to preserving India’s historical monuments and promoting them as symbols of national pride.
“This monument represents not just history, but a protected heritage site maintained by the Indian state,” the documents affirm.
This trend demonstrates the growing importance placed on maintaining and showcasing Aurangzeb’s Tomb as part of India’s rich cultural heritage. The increase in funds not only highlights a shift in political priorities but also marks the government’s determination to preserve the nation’s historical identity for future generations. With increasing investments in historical preservation and tourism infrastructure, the tomb stands as a testament to the government’s broader strategy of protecting and celebrating India’s diverse cultural legacy.
