NEW DELHI: In a joint statement, the Faculty Associations of AIIMS (FAIMS), New Delhi, and PGI Chandigarh have expressed deep concern over the delay in the implementation of the long-pending Rotary Headship policy in their respective institutions.
The General Body Meeting of FAIMS was held on April 16, 2025, and the General Body Meeting of the PGI Chandigarh Faculty Association took place on April 17, 2025. Both meetings unanimously emphasized that the Rotary Headship system, along with the Collegium System, is crucial for a fair, transparent, and democratic administrative structure in these institutions.
In 2023, the Ministry of Health and Family Welfare, Government of India, formally announced that the Rotary Headship policy would be implemented at AIIMS New Delhi and PGI Chandigarh from June 2024. However, despite a year passing and repeated requests from faculty organizations, no concrete action has been taken in this regard.
Although there have been several discussions with Ministry of Health officials, the Honorable Union Health Minister has yet to grant a meeting with the two associations, and the matter continues to be inappropriately delayed.
Given the prolonged inaction, both faculty associations have set a 14-day deadline, starting from April 17, 2025, for the policy’s implementation. If this does not occur, phased protests will begin on May 1, 2025:
- First Month: Protest with black armbands
- Second Month: Relay hunger strike
- After Two Months: More intense forms of protest
Both associations stand united in their commitment to protect the dignity of the institutions, ensure equality in leadership, and uphold democratic values. They urge the Ministry of Health to honor its own commitment and avoid forcing the faculty into an agitation, especially since the policy had already been announced.
