New Delhi: BRS MLC K Kavitha(Kalvakuntla Kavitha) slammed Congress and BJP over the delay in 42% OBC quota in Telangana local body polls. She warned of intensified protests, including a possible rail roko agitation.
Addressing a press conference in Delhi, Kavitha accused both national parties of political opportunism, calling the Congress’ caste census model “corrupt” and alleging that BJP is equally complicit in stalling the OBC quota.

With growing political heat around caste-based reservations and the caste census, Kavitha’s statements are likely to intensify the national discourse ahead of the next Parliament session and upcoming state elections.
OBC Reservation Bill & Article 243D
BRS MLC K Kavitha, daughter of former Telangana CM K Chandrasekhar Rao and founder of Telangana Jagruthi, demanded that Congress Leader of Opposition Rahul Gandhi direct Telangana CM A Revanth Reddy to pass an order under Article 243D of the Constitution, enabling 42% reservation for OBCs in local body polls.
“Rahul Gandhi carries a copy of the Constitution everywhere but has failed to act on Article 243D that guarantees political reservation for OBCs,” she remarked.
Kavitha further urged President Droupadi Murmu to give her assent to the Reservation Bill, already passed by the Telangana Assembly. “The Bill has been passed with the support of all political parties in the state. What is now needed is the President’s consent. We appeal to the Honourable President, who is also a woman and belongs to a marginalised community, to support this just cause.”
She did not spare Prime Minister Narendra Modi either, appealing to him as an OBC leader to facilitate the Bill’s clearance. “The BJP promised an OBC Chief Minister in Telangana during elections. They now have a chance to prove their sincerity by ensuring the Bill gets through,” she said.
“Rail Roko” Warning and Mass Agitation
In a major escalation, Kavitha announced a statewide “Rail Roko” agitation on July 17. “If OBC reservation is not granted, we will block train movement in Telangana. No train will pass from Deccan to Delhi,” she warned, signalling a large-scale protest campaign in the state.
Flawed Caste Census and Congress “Fear”
Kavitha criticized the Congress’ caste census efforts as flawed and lacking transparency. “In Telangana, the caste census was conducted, but its data has not been released. There’s a 6% discrepancy in the OBC data between our government’s count and that of Revanth Reddy’s,” she alleged, dubbing the Congress model as “corrupt.”

She questioned the lack of progress in states where Congress had promised similar initiatives. “In Karnataka, it has been 10 years, and no caste census data has been made public. In Himachal Pradesh too, no census has been conducted,” she said.
Criticism of Revanth Reddy’s Governance
Kavitha painted a grim picture of the current Congress government in Telangana, calling it a “failure on all fronts” within just 18 months of coming to power.
She cited the rejection of Yerukula community leader Satyanarayana’s MLC nomination as an example of BJP’s sabotage politics and said that both national parties are “dreaming” of returning to power without doing justice to marginalised communities.
The BRS’ renewed campaign around OBC reservations, backed by political agitation and constitutional arguments, is likely to increase pressure on both the Congress and the BJP to take decisive action. With Kavitha’s call for a rail blockade and KTR’s direct challenge to the state leadership, Telangana’s political temperature is set to rise in the coming days.
The OBC reservation issue—rooted in constitutional provisions and electoral promises—has now become a flashpoint not just for Telangana, but for national politics.
