LeT Conspiracy Case: NIA Files Charge Sheet Against IAS Officer, 6 Others

NEW DELHI: The National Investigation Agency (NIA) on Friday said that it has filed a charge sheet against seven persons, including the suspended Indian Police Service (IPS) officer Arvind Digvijay Negi, in the Lashkar-e-Taiba (LeT) conspiracy case.

An NIA spokesperson here said that besides Negi, the agency has named Khuram Parvez, Muneer Ahmad Kataria, Arshid Ahmad Tonch, Zafar Abbas, Rambhawan Prasad and Chandan Mahato in the case.

The case pertains to a conspiracy hatched by Pakistan based terrorist organisation LeT to fund and recruit operatives or Over-Ground Workers (OGWs) for providing support in the planning and execution of terrorist activities in various parts of India including Jammu and Kashmir.

The official said that the during probe it was found that Pakistan based LeT operatives had hatched a conspiracy with Parvez, Kataria, Tonch and Abbas to run a network of OGWs to aid its terror activities in India.

The official said that these accused persons collected information regarding vital installations, deployment and movement of security forces, procured official secret documents and passed on the same to their LeT handlers through encrypted communication channels for monetary consideration.

Citing the role of the IPS official, who was earlier posted in the NIA, the official said, “Investigation revealed that Negi, being a public servant, abused his official position and unauthorisedly passed on official secret documents to co-accused for monetary consideration. He also demanded illegal gratification through co-accused for compromising the investigation.”

The NIA official said that Prasad and Mahato had forged identity documents and used the same for procuring SIM cards and opening bank accounts and passed them on to the co-accused persons for monetary benefits.

Negi was arrested by the NIA on February 18 this year. After his arrest, the NIA said that during the investigation the role of Negi, who was posted as SP in Himachal Pradesh’s Shimla was verified and his houses were searched.

“It was also found that official secret documents of NIA were leaked by AD Negi to another accused person who is an OGW of LeT in the case,” the NIA had said.
