NEW DELHI: The United States has hosted the fourth annual Quad Humanitarian Assistance and Disaster Response (HADR) Tabletop Exercise and Strategic Meeting in Honolulu, Hawaii, from December 2–5, 2025, bringing together senior government representatives from the United States, Australia, India, and Japan.

The annual exercise aims to strengthen coordination, preparedness, and rapid emergency response across the Indo-Pacific, a region frequently affected by natural disasters such as earthquakes, cyclones, floods, and tsunamis.

In a statement, the U.S. State Department said the meeting “underscores the Quad’s commitment to reliable and effective lifesaving support for the people of the region.”

Humanitarian Cooperation a ‘Founding Pillar’ of Quad

The U.S. noted that HADR remains a cornerstone of the Quad partnership, supporting broader goals of peace, security, prosperity, and regional resilience.

The statement highlighted the coordinated response to the devastating Burma earthquake in March 2025, praising the swift action taken jointly by Quad nations.
According to the note, that operation demonstrated “the Quad’s ability to mobilize resources and rapidly deliver life-saving assistance.”

Significance for the Indo-Pacific

The exercise comes amid heightened focus on maritime security, climate-driven disasters, and strategic cooperation in the Indo-Pacific — an area where natural calamities affecting millions occur annually.

Analysts see Quad HADR collaboration as:

  • A platform for joint military-civilian emergency coordination,

  • And a demonstration of shared democratic values supporting regional stability.
